Miletić Azra
Judge

Mrs. Azra Miletić was born in Jajce in 1953. She graduated from the School of Law, University of Sarajevo, in 1976, and after completing legal internship and passing the bar exam she was appointed a judge at the Municipal Court in Lukavac on 1 April 1978.

In November 1985 she was appointed a judge of the Higher Court in Tuzla (now the Cantonal Court), where she worked as a trial judge and then also as an appeals judge in the criminal division. During the war (1992-1995), she was appointed as a judge in the Supreme Court of the Republic of Bosnia and Herzegovina, Zenica Division, Tuzla Panel.

During the period between 1996 and 2000 she had her own law firm. She was particularly involved in the work in non-governmental organizations, and while in the NGO Tuzla Civic Forum (Forum građana Tuzle) she was the Head of the Human Rights Committee. During that period she managed a number of projects related to human rights promotion and education, as enshrined in the European Convention on Human Rights and Fundamental Freedoms, and the implementation of Annex VI of the Dayton Peace Agreement. Also, she spearheaded a number of projects related to the implementation of Annex VII of the Dayton Peace Agreement, especially focusing on the returnees to the territory of Bijeljina. As a successful NGO leader, in 1997, in the organization of the USAID, she completed a one-month NGO leadership training in Chicago, USA.

Between 2000 and 2004 she worked as a deputy prosecutor in the Tuzla Cantonal Prosecutor's Office. During her term in office, she was a member of the Presidency of the FBiH Association of Prosecutors.

On 7 October 2004 she was appointed a judge of the Court of Bosnia and Herzegovina, first as a trial judge in the Criminal Division, and then in 2005 as an Appellate Division judge, which is where she still works.

By Decision of the Ministry of Justice of Bosnia and Herzegovina she has been appointed a member of the Team for Monitoring the Application of Criminal Legislation of Bosnia and Herzegovina.

By Decision of the Minister of Justice of Bosnia and Herzegovina she has been appointed as a member of the Bar Exam Commission at the level of Bosnia and Herzegovina, as the criminal law examiner.

She is a standing trainer at the Center for the Training of Judges and Prosecutors of FBiH and RS, as well as for the needs of the Council of Europe and the OSCE. As a trainer she participated in the work of the Macedonian Judicial Academy and the Montenegrin Bar Association.

She is the author and a co-author of three textbooks-modules, with the following titles: Principles of the Main Trial and Methodology of Drafting Trial Verdicts in Criminal Cases (Načela glavnog pretresa i metodologija izrade prvostepene presude u krivičnim predmetima); Witness Immunity (Imunitet svjedoka); and Procedural Witness Protection Measures (Procesne mjere zaštite svjedoka), which were made for the BiH High Judicial and Prosecutorial Council, intended for the training of judges and prosecutors in BiH during the period of 2007-2012.

In the Law and Justice law journal (magazine for legal theory and practice, Yearbook IV, No. I, 2005) she published a paper on the topic of ”Plea Bargaining in Practice”.

Also in the Law and Justice law journal (magazine for legal theory and practice, Yearbook VII, No. I, 2008) she published a paper on the topic of “Use of evidence obtained by the ICTY in proceedings before courts in Bosnia and Herzegovina, with a view to admitting the proven facts established by final ICTY decisions.”

She also authored the paper dubbed “Time Constrains Regarding Applicability in War Crimes Cases Before the Court of Bosnia and Herzegovina,” published by the Public Law Center (CJP); Public Law Notes (Sveske za javno pravo) No. 7, 2012, pp. 26-38.
