The factual substrate of the indictment:

The indictment alleged that during the period between no later than 3 May 1992 and the end of 1993, within a widespread and systematic attack directed against the civilian Bosniak and Croat population in the territory of Doboj and Teslić municipalities, Milan Ninković, in the capacity of a member of the Staff of the Serb Municipality, Borislav Paravac, as the President of the Crisis Staff of the Serb Municipality Doboj, Andrija Bjelošević, as the Chief of the Security Services Center Doboj MUP RS and at the same time a member of the Crisis Staff of the Serb Municipality Doboj, as participants in the joint criminal enterprise, with the aim to persecute the Bosniak and Croat population on ethnic and religious grounds, and Milan Savić, as the Deputy Chief of the CSB Doboj, being aware of such an attack, and knowing that his acts formed an integral part of the attack, with the discriminatory intent, persecuted the civilian Bosniak and Croat population by killings, imprisonment and other severe deprivation of physical liberty and other inhumane acts committed with the intent to inflict severe suffering or serious physical and mental harm.
