According to the Indictment, in the period from the beginning of April 1992 until the end of July 1992 within which military, paramilitary and police forces of the so-called Serbian Republic of Bosnia and Herzegovina (later the Republika Srpska) were carrying out a widespread and systematic attack against the Bosniak civilian population of Foča Municipality, the accused Radovan Veljović, with knowledge of that attack and that his acts constituted part thereof, as member of the Army of the so-called Serbian Republic of Bosnia and Herzegovina (later the Republika Srpska), raped a female civilian by use of force and threat.
