The Court of Bosnia and Herzegovina confirmed Indictment against the accused Goran Pavković on 4 April 2018, charging the accused with the criminal offense of War Crime against the Civilian Population in violation of Article 142 of the Criminal Code of SFRY, in conjunction with Article 22 thereof.
According to the Indictment, during the war in Bosnia and Herzegovina in the period between 20 June 1992 and 22 December 1995 and an armed conflict between the HVO (Croatian Defense Council) and the Army of BiH in the period between the end of October 1992 and 23 February 1994, in the territory of Prozor municipality, the accused, as a member of the Croatian Defense Council Rama – Prozor, acted in breach of rules of international humanitarian law violating the provisions of Article 3(1)(a) of the Geneva Convention relative to the Protection of Civilian Persons of 12 August 1949, to wit: sometime in the month of November 1993, most likely on 29 November 1993, on the premises of the Fire Station in the town of Prozor where HVO members were interrogating a group of unlawfully detained Bosniac civilians that included the injured parties, the accused, jointly with several members of the HVO, participated as an accomplice in the torture of the detained civilians that resulted in suffering and violation of bodily integrity.
