Court of BiH hosts this year's European Day of Justice in Bosnia and Herzegovina

The Court of Bosnia and Herzegovina has had the honor of hosting the central event marking the European Day of Justice in Bosnia and Herzegovina this year. The European Day of Justice was established by the Council of Europe and the European Commission in 2003, and the member states of the Council of Europe traditionally celebrate it on 25 October. The purpose of marking this day is to bring justice closer to citizens, strengthen trust in the judicial system, and promote topics important to the broader community.


In cooperation with the High Judicial and Prosecutorial Council of BiH and the European Commission for the Efficiency of Justice in BiH (CEPEJ), the Court of Bosnia and Herzegovina organized multiple events on 23 and 24 October 2025 to mark the European Day of Justice. On 23 October, the Court organized an Open Doors Day for two fourth-grade classes of the Third Gymnasium in Sarajevo, and on 24 October a press conference and the central event – a panel discussion.

Addressing the press conference, and then also the guests from the judicial and international community, were the Acting President of the Court of BiH, Judge Minka Kreho; CEPEJ member in BiH, Judge of the Supreme Court of the Federation of Bosnia and Herzegovina, Svjetlana Milišić Veličkovski; Minister of Justice of BiH, Davor Bunoza; President of the HJPC BiH, Sanin Bogunić; and Chief Prosecutor of the Prosecutor's Office of BiH, Milanko Kajganić.

The Organizing Committee of the Court of Bosnia and Herzegovina has recognized the growing importance of artificial intelligence tools and their increasingly widespread application in modern society. Given these trends, the judiciary is called upon to actively monitor technological development and adapt its processes, standards and ethical principles to the new circumstances and challenges brought by the digital era. That is why the central event of the European Day of Justice was a panel discussion on the topic of Artificial Intelligence and Judiciary – Application, Future and Challenges.

The panelists at the central event were the Minister of Justice of Bosnia and Herzegovina Davor Bunoza, President of the Appellate Division of the Court of BiH Judge Hilmo Vučinić, Judge of the Court of BiH Dragan Vukajlović, Prosecutor of the Prosecutor's Office of BiH Nedim Ćosić and former Registrar of the Constitutional Court of BiH Sevima Sali-Terzić.


The panelists concluded through their mutual exchange of opinions that this is a very current and important topic for the further work of the judiciary in Bosnia and Herzegovina, which needs to be given more attention in the future, all with the aim of facilitating the work of courts and prosecutors' offices through the use of artificial intelligence. The panelists also concluded that the use of artificial intelligence is not prohibited in principle, but requires additional caution. Specifically, the use of artificial intelligence tools in the judiciary is not explicitly prohibited in Bosnia and Herzegovina, nor is there a regulation that currently regulates it. However, the method and purpose of use are crucial. The tool can be used as an aid, but not in decision-making processes or for anything that could affect the rights of the parties in the proceedings.
