Indictment confirmed in Jovo Kevac

On 13 January 2025 the Court of Bosnia and Herzegovina confirmed an Indictment in the case of Jovo Kevac (S1 1 K 050692 24 Kro), charging the accused Jovo Kevec with the criminal offense of Crimes against Humanity under Article 172(1)h), as read with Subparagraph e), all in conjunction with Articles 29 and 180(1) CC BiH, and the criminal offense of Crimes against Humanity under Article 172(1)h), as read with Subparagraph a), in conjunction with Article 180(2) CC BiH.

The accused is charged with the crimes committed in July 1992, during an attack on the settlements of Gornji and Donji Biljani, which is when some 250 Bosniak civilians from those settlements were first captured and then killed. Their mortal remains have been exhumed from multiple mass graves and identified. As Commander of the Second Battalion of the RS Army in the territory of Ključ, he acted in violation of the Geneva Convention for the Protection of Civilian Persons in Time of War. The accused is also charged that, in the framework of the widespread and systematic attack targeting Muslim civilians in the municipality of Ključ, knowing of the attack, as part of the attack he committed persecution of Muslim civilians on ethnic and religious grounds, in the manner that he committed incarceration and heavy deprivation of physical liberty in violation of the rules of international law. It is further said that the accused failed to take the necessary and reasonable measures to prevent the killing of the detained civilians by the OSRS members subordinated to him.
